Mr. Welch has over twenty-five years of experience providing legal counsel for the entire lifecycle of a government contractor from contract award, protests, contract administration issues, and contract claims.  Mr. Welch primarily focuses his practice on Government Contract litigation matters.  This includes post-award and pre-award bid protests at the Government Accountability Office (GAO) and at the United States Court of Federal Claims (COFC). He has experience with small business size protests and size appeals under the regulatory requirements of the U.S. Small Business Administration (SBA) before SBA’s Office of Hearings and Appeals (OHA).  Mr. Welch has also handled disputes with the SBA involving early dismissals from the 8(a) Business Development program and other types of SBA enforcement actions.   He also litigates status challenges to Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Historically Underutilized Business Zone small businesses (HUBZones).  In addition to his litigation expertise, Mr. Welch also reviews and advises clients on teaming agreements, subcontract agreements, and related disputes.  His clients include federal contractor entities and organizations from across the nation and around the world involved in directly performing prime contracts with the U.S. Government or serving as a subcontractor at any tier on such projects or programs.

Mr. Welch joined Reston Law Group, LLP as Partner, when McMahon, Welch and Learned, PLLC, a firm he co-founded, merged with the firm previously known as David, Brody & Dondershine, LLP.
