In a recent blog post for “Battle Lines”, his weekly guest blog for the Washington Business Journal, FedBiz Daily Section, MWL partner Bill Welch uses a recent case to discuss how difficult it is to prove in a protest whether a small business bidder will be able to perform at least half of the work under a contract as required by the small business contracting rules.
