McMahon, Welch and Learned, PLLC is proud to announce the addition of Sue Borschel, a senior government contracts and real estate attorney, as Counsel to the firm, effective July 1, 2021.
Ms. Borschel’s practice focuses on advising clients at all stages of development, from emerging companies to well-established public companies, on government contracting, commercial real estate, commercial contracts, sourcing, and mergers and acquisitions (including target analysis). As a Certified Compliance & Ethics Professional, she has developed and implemented compliance programs and overseen internal and external audits and investigations. Ms. Borschel has worked with companies in a broad array of industries, including the intelligence, aerospace, technology, cybersecurity, and operations and maintenance business sectors.
Ms. Borschel’s government contracting work includes advising clients on cradle-to-grave transactions. Her outsourcing and procurement work includes advising clients on the development of requests for proposals, analysis of bid responses, down-selection of vendors, and negotiation of services and supply agreements with selected vendors. Ms. Borschel’s commercial real estate work includes leasing and acquisition and disposition of individual properties and portfolios. Her representation of both landlords and tenants and both purchasers and sellers, as well as her work in-house as a comptroller, asset manager, and counsel has proven especially useful during negotiations. More generally, Ms. Borschel has advised clients on strategic operational issues relating to contracting and cost reduction strategies, employment, ethics and business conduct, and intellectual property portfolio management.
Ms. Borschel began her practice with Shaw Pittman LLP (which later merged into what is now Pillsbury Winthrop Shaw Pittman LLP), where she was a member of that firm’s Real Estate practice group in both the Washington, D.C. and McLean, VA offices. Following this, she worked two years at Lockheed Martin in their intelligence and technical services business units as a Senior Contracts Manager. Most recently, she worked as Counsel with a team of attorneys that started at Morrison & Foerster, LLP and moved to King & Spalding, LLP, where she worked in the Corporate, Finance and Investments practice. She supported the technology, corporate, real estate and private equity practice groups.
Ms. Borschel achieved the rank of Lieutenant Colonel after serving in the U.S. Army for 27 years, of which 12 years were active. Most of her career was spent as an intelligence officer, including assignments as a Foreign Area Officer, Defense Intelligence Agency analyst, and Chief of Staff for the Joint Reserve Intelligence Unit, responsible for operations of a 200+ person unit. Ms. Borschel was recalled to active duty after 9-11 as a by-name select to serve as Chief, Financial Operations Cell, for a Tier-1 Special Mission Unit.
