MWL Adds Two Senior Government Contracts Attorneys

McMahon, Welch and Learned, PLLC is proud to announce the addition of two senior Government Contracts attorneys as Counsels to the firm, effective January 1, 2018.

Orest “OJ” Jowyk brings to the firm over a decade of legal experience with over thirty years of experience in and around the U.S. Government. Prior to becoming a lawyer, OJ served for twenty years in the U.S. Air Force as both an enlisted member and officer, serving as a navigator/electronic warfare officer. During law school OJ worked for a government contractor as an acquisition analyst.

OJ’s practice focuses on advising domestic and international clients on all aspects of government contracting law, including prime and subcontracts and other related agreements, government contractor M&A due diligence, contract and solicitation review and risk assessment, Organizational Conflicts of Interests issues and mitigation plans, data rights issues, Freedom of Information Act requests and defenses, ethics compliance policies and training programs, export controls compliance and training programs, and facility and personnel security clearance issues.

Johana “Jody” Reed brings to the firm over twenty years of experience as an attorney with over fifteen years of combined experience as a Business Finance Manager, a Contracts Manager at several defense contractors, and as a contracts management support person for the FAA under a contract.

Jody’s practice focuses on advising domestic and international clients on all aspects of government contracting law, including including prime contracts, subcontracts and other related agreements, drafting requests for equitable adjustments and claims; drafting Contractor Performance Assessment Report System responses; reviewing, drafting, evaluating and revising ethics compliance programs; evaluation and submission of Mandatory Disclosures, Cost Accounting Standards and accounting systems/cost principles, contract and solicitation review and risk assessment, protection of intellectual property rights related to government contracts, Organizational Conflicts of Interests issues and mitigation plans, Freedom of Information Act requests and defenses, export controls compliance and training programs, and cyber security issues. She is experienced and skilled in negotiating both international and domestic contracts including subcontracts, teaming agreements, intellectual property licenses, agent agreements, and proprietary information agreements for numerous million- and billion-dollar programs.

MWL Promotes Peter Fish to Partner

McMahon, Welch and Learned, PLLC is proud to announce that Peter Fish, formerly Counsel to the firm, has been promoted to Partner, effective January 1, 2018.

Peter Fish has been with the firm for over three years and has over twenty-five years of professional experience balanced between law firm practice and serving as in-house counsel for public sector contractors. His practice is focused on providing legal counsel and guidance to early stage and established government contractors and technology companies.

Peter has familiarity with a wide variety of legal issues arising under the laws and regulations governing the sale of products and services to the federal government and has handled investigations, audits, disputes, bid protests, claims, and requests for equitable adjustment. He has negotiated and reviewed various types of contracts from non-disclosure agreements, teaming agreements, statements of work, subcontracts, commercial office leases, software licenses and related agreements with partners, vendors and suppliers. Mr. Fish also has experience covering a broad spectrum of corporate, securities and other general legal issues affecting a growing enterprise including company formation and governance, executive employment agreements, equity compensation plans, corporate finance, securities offerings, SEC compliance, intellectual property protection, global trade and export controls, labor and employment issues, and dispute resolution.
