Can a Solicitation Be So Restrictive That Only One Bidder Can Effectively Compete?

Mr. Brennan, after graduation from law school in 1987, worked for two large D.C. law firms, a small bankruptcy boutique law firm and as assistant general counsel for a Maryland corporation. In 1995, Mr. Brennan and Carol Waite formed Brennan & Waite PLC as a community oriented law firm to service clients primarily in the Northern Virginia area. At that law firm, Mr. Brennan provided a wide variety of legal services to small and medium sized entities, including the purchase or sale of businesses, business operations, leases, receivable collection, bankruptcy, business formation and other matters that arise during the conduct of business operations. Mr. Brennan was also first chair litigation counsel for both bench and jury trials before state and federal courts in Virginia, Maryland and D.C., as well as counsel in various arbitration and mediation proceedings. In short, Mr. Brennan’s experience in business related legal matters is comprehensive.
Mr. Brennan has also been very active in community affairs since the formation of Brennan & Waite. He was the Chairman of the Board Directors for the Reston Chamber of Commerce, Leadership Fairfax, and the Vienna Chamber of Commerce. He is currently on the Board of Directors for the Reston Chamber of Commerce. He was president of the Vienna Rotary Club and the congregation of his church. Mr. Brennan was named member of the year for the Reston Chamber of Commerce in 2002 and awarded the Joe Richey Pinnacle award in 2015. He was named the Rotarian of the Year by the Vienna Rotary Club in 2006 and named Citizen of the Year by the Vienna Chamber of Commerce in 2007. Brennan & Waite was a Best of Reston award winner in 2014. Mr. Brennan is currently the legal advisor for Rotary District 7610 and will continue in that capacity until 2026.
Mr. Brennan is proud to have served his country as a combat medic in the United States Army. For his service, Mr. Brennan was awarded the Combat Medical Badge, the Purple Heart, the Bronze Star for Heroism in Combat, and the Army Commendation Medal.
